His Excellency Dr. Dennis Francis has been awarded an honorary doctorate by the American East Coast University on the 15th of December, 2022, at the proposal of USA Professor Dr. Tony J., in honour of his services to the global community. Prof. Dr. Tony J., presented this degree to His Excellency Dr. Dennis Francis on February 17, 2023, in New York.

His Excellency Dr. Dennis Francis is performing his duties as the Permanent Representative of Trinidad and Tobago to the United Nations, New York.

Ambassador Francis has considerable experience in international relations and diplomacy, having worked for 38 years as a career diplomat at the Ministry of Foreign and CARICOM Affairs until his retirement in 2016. His Excellency brings a wealth of knowledge to the position of Permanent Representative of Trinidad and Tobago to the United Nations, New York, having served in an extensive number of positions in the Foreign Service of Trinidad and Tobago including: Ambassador (non-resident) and Director, Multilateral Relations Division, Ministry of Foreign and CARICOM Affairs from 2011 to 2016; Permanent Representative of Trinidad and Tobago to the United Nations, Geneva from 2006 to 2011; High Commissioner of Trinidad and Tobago to Jamaica from 2000 to 2006; and Deputy Consul General and Consul for Trade, Investment and Economic Affairs for the Consulate General of Trinidad General of Trinidad and Tobago in Toronto, Canada from 1988 to 1996. His Excellency Dr. Dennis Francis holds a Post Graduate Diploma in International Relations from the University of the West Indies, St. Augustine, Trinidad and a Master of Arts in International Affairs, School of Advances International Studies, The John Hopkins University, Washington, D.C.
Dr. Tony J,. is the partner president of the University of RT USA and the chancellor of Royal American University, and American East Coast University. He has been the chairman of the Hera Foundation in New York, USA, for the past 30 years. He is also a well-known member of many social and welfare organisations in Canada, Europe, and Asia. He also represents RMC Germany and IOLG New York at the United Nations.
In collaboration with Prof. Dr. Tony J and Prof. Dr. Shahina Kishwer, American universities have thus far organised a number of programmes for American honorary doctoral degrees and awards. Among them are American professionals and United Nations representatives in Europe: Prof. Dr. Sana Rashid, Prof. Dr. Kiran Ashraf, Prof. Dr. Saaima Jabeen, Prof. Dr. Noreen Akram Rathore, Dr. Ahlam Arfaoui, and Dr. Rita BG. In addition, American doctors, Dr. Arshad Ali, Dr. M. Shafique Farooqi, Dr. Lailatul Qadr, Dr. Madiha Batool, Dr. Nausheen Khalid, Dr. Muhammad Hussain and Dr. Mumtaz Hussain participated in high-level presidential programmes.
